Which Came First, STL or CLE?

Read the STL piece in new Pioneer and was surprised to see the comments about Archie & STL. Back in the 50s it was the belief of most that CLE had the first control tower in about 37 or 37. Perhaps it was the first government tower, can't remember. But when the 50th anniversary of ATC was celebrated it was about 87 so the STL operation was apparently not considered "start point".
